The customer is trying to move a KSAM/XL file using RFA.  The attempt           
fails with an error "Required parameter is missing (fserr 3)".

This is caused by a problem in the code for routine                             
call_old_open_p which does not do all the checks necessary                      
to handle this particular sequence of events.                                   
                                                                                
The fix is to change the code to add in the extra checks
